Leisure Lands Community Association Rules and Regulations

The following Rules and Regulations are established by the Leisure Lands Community Association (“LLCA,” “Association”) to promote a peaceful, safe, and enjoyable living environment for all residents and property owners within the community. All property owners, tenants, and guests are required to adhere to these rules. Violations may result in warnings, fines, or other enforcement actions as determined by the Board of Directors.

  1. Property Maintenance

1.1. General Upkeep: All homeowners are responsible for maintaining their property in a neat, clean, and attractive condition. Lawns should be mowed regularly, landscaping maintained, and homes kept free of debris and disrepair.

1.2. Exterior Modifications: Any changes to the exterior of homes, including fences, driveways, and exterior paint colors, must be approved by the LLCA Architectural Review Committee (ARC) before work begins.

1.3. Trash & Recycling: Garbage and recycling bins must be stored out of public view except on designated trash collection days. Bins should be placed curbside no earlier than the evening before collection and must be returned to storage the same day after pickup.

  1. Parking and Vehicles

2.1. Vehicle Parking: Vehicles must be parked in designated driveways, garages, or other approved parking areas. Street parking is allowed only where specified by the Association, and vehicles may not obstruct sidewalks, driveways, or emergency access routes.

2.2. Recreational Vehicles: Boats, trailers, RVs, and similar recreational vehicles may not be stored on any property within the community unless stored in an area specifically designated for such purposes by the Association.

2.3. Non-operational Vehicles: Vehicles that are not in operational condition or are not properly licensed may not be parked in visible areas on any property. These vehicles must be stored in garages or removed from the community.

  1. Pets and Animals

3.1. Pet Ownership: Residents are permitted to keep household pets, such as dogs and cats, provided they do not create a nuisance or danger to others in the community. Exotic or wild animals are not allowed.

3.2. Leash and Control: All pets must be kept on a leash when outside of the owner’s property and must be under control at all times. Pet owners are responsible for cleaning up after their pets.

3.3. Noise and Nuisance: Excessive noise, barking, or any behavior that disturbs the peace and quiet of other residents is prohibited. Pet owners are responsible for addressing any complaints regarding their pets’ behavior.

  1. Noise and Nuisance

4.1. Quiet Hours: Quiet hours are enforced from 10:00 PM to 7:00 AM daily. During this time, residents are expected to limit noise that may disturb neighbors, including loud music, outdoor gatherings, and construction work.

4.2. Disruptive Behavior: Any disruptive, harmful, or dangerous behavior that negatively impacts the quality of life of other residents is prohibited. This includes, but is not limited to, public intoxication, disorderly conduct, and any illegal activities.

  1. Use of Common Areas

5.1. General Use: All common areas, including parks, walking trails, pools, and recreational facilities, are for the exclusive use of LLCA residents and their invited guests. Any damage to common areas caused by residents or their guests may result in fines or charges for repairs.

5.2. Reservations: Certain facilities, such as the clubhouse or picnic areas, may be reserved for private events. Reservations must be made in advance through the Association office, and use is subject to availability and applicable fees.

5.3. Prohibited Activities: Vandalism, littering, and the destruction of common area property are strictly prohibited. No motorized vehicles are allowed on walking trails, green spaces, or other non-designated areas.

  1. Architectural Control

6.1. Approval Process: Any exterior changes to homes, including the construction of additions, changes to fencing, or modifications to landscaping, must receive prior approval from the Architectural Review Committee (ARC). This includes color changes to homes or installation of satellite dishes.

6.2. Compliance: All modifications must comply with the community’s architectural standards as set forth by the LLCA. Failure to comply may result in the requirement to remove or alter unapproved modifications at the homeowner’s expense.

  1. Rental of Property

7.1. Tenant Responsibility: Homeowners who rent their properties are responsible for ensuring their tenants comply with all LLCA Rules and Regulations. Owners must provide a copy of these rules to their tenants.

7.2. Lease Requirements: All leases must be for a term of no less than six (6) months unless otherwise approved by the Board of Directors.

7.3. Short-Term Rentals: The use of homes for short-term rentals, such as Airbnb or similar services, is prohibited unless specifically approved by the LLCA Board of Directors.

  1. Association Dues and Assessments

8.1. Payment of Dues: Homeowners are required to pay Association dues and assessments in a timely manner. Dues cover the cost of maintenance for common areas, facilities, and other Association services.

8.2. Late Payments: Late fees may be assessed on overdue payments. In the event of continued non-payment, the Association may pursue collection efforts, which may include legal action or placing a lien on the property.

  1. Safety and Security

9.1. Fireworks and Open Flames: Fireworks, bonfires, and other open flames are prohibited unless specifically approved by the Association.

9.2. Security Measures: The Association may install security cameras in common areas for the safety of residents. Tampering with security equipment is strictly prohibited.

9.3. Personal Safety: Residents are encouraged to report suspicious activity to local law enforcement and the Association. The LLCA is not responsible for personal property theft or damage.

  1. Enforcement of Rules

10.1. Complaints: Any resident or property owner may file a written complaint with the Association regarding rule violations. The Board will review complaints and determine appropriate actions.

10.2. Fines and Penalties: The Association reserves the right to levy fines for violations of these rules. The amount of the fine will be determined by the Board of Directors based on the nature and frequency of the violation.

10.3. Legal Action: The Association may take legal action to enforce compliance with these Rules and Regulations. Homeowners may be liable for any legal fees incurred by the Association as a result of such actions.

  1. Amendments

The LLCA Board of Directors reserves the right to amend or modify these Rules and Regulations at any time. Any changes will be communicated to homeowners and residents in writing and will take effect immediately unless otherwise specified.
